Stalin was the leader of Russia at the time, he ordered the Russian troops to Stalingrad to stop the Germans from their advance to Moscow. The Russian troops stopped all railways so Germans wouldn't have access to supplies. Hitler was the German Third Reich leader at the time as well and it was his army that pushed to Stalingrad to take over Russia.
