Lincoln effectively declared war by calling for 75,000 volunteers, and the South retaliated with four more states seceding.The attack and capture of Fort Sumter effectively was the spark that began the US Civil War. Northerners who did not want a war with the South, now believed that this attack on the Federal fort in the Charleston Harbor was a justification for armed conflict with the Confederacy.

Fort Sumter was fired upon by multiple Charleston Harbor shore batteries and one floating battery, under the command of General PGT Beauregard, after South Carolina seceded from the Union. As to who won....that's complicated. The Union soldiers in Fort Sumter had no chance of winning, and an attempt to relieve the fort by sea failed. A deal was struck and the Union was permitted to withdraw, leaving Fort Sumter in Confederate hands. Yet, the Confederacy lost the war, and the attack on Fort Sumter provided the justification for all future military action which the Union would take, as the Confederacy had fired first.

The Confederacy attacked Ft. Sumter because they had all of the forts except that one, so first, they said they were going to give the union one hour to give it up or they will attck. The union asked for 3 days so they could attack the confederacy. It was one hour and the confederacy started shooting.
