Mexico would destroy Chile with overwhelming force. Mexico's military strength and experience is not in comparison with Chile. Not to mention that if Chile brought the war close to our borders, the US Navy would annihilate them.

The Philippines would win, regardless of having a small army, due to the political corruptness of Mexico, as they do not have a large-ish organized military.
