No one person. It was the US Congress that proposed it on February 26th 1879. The Fifteenth Amendment was the result of a gradual development of the idea of racial equality in the matter of electoral voting rights.

It is simply a Reconstruction Amendment. It was necessarily due to one single person. It could be argued that Lincoln, Grant, etc. could have been responsible for it, but it is better to say it was simply a result of a process and not a single person.
Another PerspectiveThe Fifteenth Amendment, ratified on February 3, 1870, provided that the right to vote shall not be denied or restricted because of race. Southern states were using a variety of tactics including violence to keep freed slaves from voting. Some Northern states had not allowed blacks to vote even thought they had been freed from slavery and given citizenship. It was proposed by radical Republicans in Congress with a double purpose: to rectify this problem and with the probability that freed blacks could be counted on to vote Republican in those states that prohibited voting. Of course, this only applied to men.
