First it is important to understand some events prior to Pearl Harbor. While Hitler and Mussolini were attacking Europe, the Japanese were making military conquests in the far East. After the fall of France, Japan took the French colony of Indochina. They also planned to take the Dutch West Indies, British Malaya, and the American territory of the Philippines in order to acquire raw material like rubber and oil.

The United States responded to Japan's agression by freezing it's assets in American banks and prohibiting the sale of oil, gasoline, and other Natural Resources to Japan. Then, in 1941 Konoye (the Japanese prime minister) resigned because he believed that Japan can not win a war against the United States. The new prime minister, Hideki Tojo, did not share Konoye's views and the Tojo administration began a plan to attack on the United States in which Yamamoto was the mastermind.

In summary, the Japanese attacked Pearl Harbor in response to the United States' actions against them.
