In my daghters 98 it was the reverse , the starter would crank but nothing else would work !! We resolved this by putting a new ignition switch in ! it takes a Phillips screw driver for about seven screws on the underdash covers then a #10 torx with the hole in the middle . the unit is fairly cheap around thirty dollars . It resides on the opposite side of the ignition key tumbler under the blinker switch . To verify the problem first , use a circuit tester light on the single small leed at the starter , remove the leed connect the light between groun and the leed put key in start position (as trying to start car) and see if the light comes on ! if not this is most likely the problem !Good Luck !
AnswerIn My 95 The Cause was a bad selinoid on the starter I was able to bump start the car fine but that was the only way it would start try getting a starter from a junk yard its alot cheaper than a new one also usally what happens when it does this is that you will drive to location shut the car down and when you go to start it again it smokes the selinoid on the starter then your screwed unless its manual then its not as big of a deal.Battery cables dirty If you hear a click the starter is defective Turn on your head lights try to crank it if the lights get dim you have a dead batter or a bad connection If nothing happens check for voltage at the starter positive wire.
check fuses make sure there are no shorts in the wiring. make sure that the starter is on properly and that the nut is tight that holds the positive wire.
All the lights work the voltage is fine and I just replaced the starter. But it registers no CCAs
If the night running lights have failed the bulbs should be checked. Find the bulb housings and remove the parts. After the bulbs are replaced check the lights.
first thing to check is the battery cables, corrosion will allow enough current for lights but not enough to engage the starter, once the terminals and cables are cleaned and tightened go to where the positive cable is connected to the starter and make sure it is clean and tight, then there is a smaller wire also going to the starter, same for it. If nothing helps have the battery tested, then remove the starter and have it tested as well before replacing either one

Interesting?? I had my starter and battery replaced on my 2002 Saturn VUE and within a few months my low beams ands daytime running lights went out. Dealer says the post in the fuse block is burnt and the entire block needs to be replaced at a cost of over $600.
