Your injectors are leaking, or your O2 sensor is dead, or misreading.
Your car is running too rich.
Your civic could be running too rich because you used bad gasoline. It could also be running rich if a spark plug needs replaced.
You either removed the catalytic converter or you are running too rich.
Malfunctioning emissions system. Get this repaired. Engine probably running rich from a leaking fuel pressure regulator. If there is fuel in the vacuum line the regulator is bad.
first and best thing to find out is if your running rich or not your fuel to air ratio might not be just right. check your oxygen sensor and do a full tune up.

It's not a Honda Civic. Don't expect much. My car is fairly rich but gets around 350 km a tank with a handful of mods.
It means the engine is running too rich...The air/fuel ratio is incorrect and must be fixed.
if your car is running rich, then you need to either get your ecu tuned to adjust it. Or get a controller like a SAVC or Hondata. For a performance motor like an h22 a properley dyno tuned ecu makes all the difference.
If a Honda Accord is smoking when the gas is pressed down than it is possibly running to rich. The car will need to be checked to see if to much fuel is being fired by the injectors.
