Why Islam is not only a religion but also a way of life?

Unlike Judaism and Christianity, which had religious leaders as well as Political and societal leaders, Islam is considered to be a complete way of life because:

In 622 CE before entering Medina after the escape from Mecca (commonly known as the first Hijra), Muhammad proposed a treaty with all the people living in Medina governing all aspects of their conduct. This is significant in that at the time, there were Muslim, non-Muslim Arabs, Jews and probably even Christians living in Medina at the time. Once accepted this treaty established the first community of Islam (the ummah).

The Ummah was the template for "the complete way of life" according to Islam in that it was based on a common faith, it established a community of prayer and worship as well as a community with it's own government, economy and military force direct by a spiritual leader as opposed to a civic leadership. All disputes were settled by God through the Prophet Muhammad. I would interpret this "complete way of life" to mean that there was no separation of church and state but that church and state were one and the same. The community existed to pray and serve Allah. Islam directed all aspect of the ummah.

No. The Qur'an is one piece of the Shari'a, which is the Islamic Legal Code. The Shari'a in its entirety serves as a complete way of life, but the Qur'an alones does not.
