there are two reasons: money and carelessness. you cant expect third world countries like Mexico, who are dependent on the industries, to cut back on emissions. Money is always an issue, and you need it to afford energy saving appliances like flourescent lights; and you need enough of money to be able to afford cutting back on emissions. Factories mean jobs, and you need jobs to keep the economy, and ultimately the country, afloat. However, there are always money-greedy countries like the U.S that wants to take shortcuts and find lazier ways of saving the environment. For some apperent reason, they believe cutting back on emissions is too costly and not effective enough. Even though they are the world's biggest polluter (by a long shot, in fact). So there really is no way to motivate people to save the environment, other than raising awareness or boycotting paper towel companies (or something like that).
