Because it has the wrong type of climate. Although there is plenty of rain in the UK, it is far too cold. Incidentally, most of the native forests in the UK were harvested several hundred years ago to supply fuel for industry (iron-smelting) house building and to clear the land for agriculture, much the same as the Brazilians are being criticized for now.
