Catch-All questions are an effective way to dump unneeded questions. They prevent such questions from getting asked again and again.

The Catch-All Questions are designed to hold (or Catch-All) questions that cannot be answered. This includes questions with not enough information, cyberbullying, inappropriate subject and illegal acts. The questions keep such questions away from public view and answering.

Questions on WikiAnswers can not be deleted by regular contributors. Supervisors can trash questions into a catchall category, but only advanced supervisors can permanently delete questions off the site.
The catch-all questions are used by supervisors to remove questions of a harmful, unallowed, or incomplete nature. There is a list of these at the Help Center.
Very rude questions are merged into catch-all question. It is a redirect to hamful question, not enough information to answer questions etc... These Catch-all questions are protected.

Questions that may be asked again are placed into the Catch-All Category and merged into a Catch-All Question, or placed in a Supervisor-only Category for deletion at a later point.
The categories that are open only for supervisors are the catch-all categories. Note: 'Catch-all Questions' the category, not the catch-all categories (e.x. 'Adds No Value') is able to be viewed by regular contributors and regular contributors have the ability to add questions there.
If a question you have asked was somehow not acceptable for the site, then it is sometimes merged into a catch-all. The catch-all explains why the question was not acceptable, and you will receive an update.
Supervisors: This is a Catch-all question for all questions related to Angelina Jolie that have yet to be split and/or merged with existing questions.
The questions are either deleted, moved to a catch-all category, or edited and reentered into the community.
