Cats' tongues are bristly and sandpapery because they use their tongues to clean and groom their fur. The rough surface brushes the fur, sort of like a hairbrush, and helps remove the loose, dead hairs.
Because a long time ago some cats had tongues like sandpaper and some had smooth tongues. The cats that had tongues like sandpaper were better at keeping themselves clean and they lived longer than the cats's that had smooth tongues. After a long time the cats with smooth tongues died out because they didn't have as good of grooming ability as the cats with tongues like sandpaper. Now all the cats have tongues like sandpaper.
Cats have well developed papillae; this is why their tongues feel like sandpaper when they try to groom you.
They lap it up with their tongues like other cats. Unlike dogs, however, cats bring the water up under their tongues.
They like to do that themselves, with their tongues of course.

To keep themselves clean. Dogs do not bath as humans do so they need some method of keeping clean. Just like cats they clean themselves with their tongues.
They have taste buds on their tongues, just like people.
Cats can pant, just like dogs. However, I do not believe they do it for the same reason (cooling off). They might be simply opening their mouth to smell something, or because they are having trouble breathing through their nose. Cats stick their tongues out sometimes and it is just that they are being silly, however if they are panting they are either under heat exhaustion or stress. Or smell if they are breathing deeply and calmly.
when cats lick their fur, they swallow the hair that they picked up and after a while they throw up. Unlike dogs, cats groom themselves by constantly licking themselves, top to bottom. That is why you rarely have to give them baths. They have tongues that are like sandpaper, and when they lick their fur, it pulls the hair and everything on it into their mouths and stomachs. Because they do this, they have a lot of undigested hair in their insides, which eventually has to come out. Not only do they groom themselves, but also in situations involving multiple cats, they may even groom each other.
Because a cat's tongue has little hook-shaped bristles on its tongue called Papillae. These bristles make the tongue good for cleaning and grooming and its easier to drink it acts like little cups hold fluid.
