The tinning allows the solder to wet the joint faster, which results in more rapid heating of the joint and faster solder flow into the hot joint. Rapid completion of making the joint allows quicker removal of the soldering iron (or other heat source) and less excess heat flow through the leads to the component.

Factory pretinned component leads also prevents corrosion prior to use, which both protects parts in storage and makes soldering faster and cleaner by not having to use lots of flux to remove corrosion.
