Since New York is a city full of immigrants from all over the world, many of the kids come from families that speak little or no English. Often the kids are 1st generation Americans, or they immigrated with their parents/relatives when they were young children. Their parents and grandparents are from the old country and don't speak English, so, even though the kids are growing up in America, they live in a non-English-speaking household, and don't grow up learning English as their primary language.

To assist them, classes are often given in their native language (most commonly Spanish), so they don't have to put the rest of their education on hold while they learn English.
