The skin produces oils and has a epidermis layer which is a membrane of two fatty acids touching at their hyrophilic heads. The lipid(fat) portion is on the outside. If the chemicals of the drug are not fat soluble, then the drug cannot penetrate the nonpolar membrane. Nonpolar substances are usually only soluble in nonpolar solutions and the same goes with polar substances. When a polar substance contacts the skin, the nonpolar part of the fatty acid prevents it from being exocitosisized and it wont enter but rather just sit there on the outside.

1) The skin produces oil. Fat-soluble drugs use this oil as a medium of transfer to move to the skin (from the medicinal skin-patch).

2) Under the skin, the body has a layer of fat. Fat-soluble drugs are able to be absorbed into it and through it.
