Newborn puppies don't open their eyes for the first several weeks of life because they can't - the eyelids haven't separated yet and are still sealed shut on the inside. Once the connecting tissues between the upper and lower eyelid break down (this is natural and not painful at all), the eyelid will open on its own - please don't try to force the eyelids open, as this could rip tissues around the eye and be extremely painful to the puppy.
It's OK when this happens, they aren't supposed to open their eyes until about 13 days after birth.
The newborn puppies should be nursing from their mother, they get all the liquid they need from her the first two or three weeks.
