People with breathing problems (COPD, Asthma, etc) generally have to breathe more rapidly than other people. This first of all requires a lot of muscle activity, which heats the body up more than for someone who isn't having trouble breathing. Second of all, it causes a lot more moisture to be lost through the respiratory system. Dehydration is easier in this situation.
Also, a lot of the people who are having these problems are overweight, and therefore may have a lot more insulating fat and less capable sweat system for their body weight than those who are in good shape, also their percentage of water weight to body weight is less than in a healthy person, so it's much easier for them to form a systemic water imbalance.

What caused the Chicago Heat Wave What role did weather play in the Chicago Heat Wave?

I cannot explain what caused the heatwave, because i havent researched it yet, but the heatwave played a role in strengthening the Chicago community, and improving warning systems and procedures. In 1999, Chicago had another heatwave, and because of improved warning systems, only 110 people died (which was still a catastrophe), but was better than the outcome of the 1995 heatwave, which somewhere between 700 and 800 people died.
