They aren't.

Martin Luther King Jr.'s speech has very little to do with Hebrews. As a Reverend, MLK invokes some Biblical verses such as Amos 5:24 (justice rolls down like waters and righteousness like a mighty stream) and refers to all people as "God's children". Neither of these things has anything to specifically deal with Hebrews. Additionally, he aludes to Jews are mentioned off-handedly at the end of his speech, but the reference to Jews is only as a rhetoric device to show different peoples coming together.

Quote from the end of the speech:

And when this happens, when we allow freedom to ring, when we let it ring from every village and every hamlet, from every state and every city, we will be able to speed up that day when all of God's children, black men and white men, Jews and Gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual, "Free at last! free at last! thank God Almighty, we are free at last!"

Are blacks connected to the hebrews?

No, although some black people are Jewish. There is no historical basis for the Black Israelite Churches which claim that the Hebrews are representative of Africa and that the 12 tribes refer to the various locations of the African communities in the New World. However, it serves as a good allegory for that story and as such is commonly used and believed.
