Despite which country is involved, it is often difficult for one country to intervene in Another Country's affairs because of cultural differences. Most countries want to be respectful to other cultures, without imposing one set of morals or standards on another culture. Questions about "innocence" or "guilt" often are blurry when unrest occurs within a country; other countries do not want to impose an outside morality or vision of morality on a different culture. The UN, despite it's desire to be helpful, the UN also has no military power to enforce its regulations; instead, the UN seeks cooperative changes where countries still maintain an autonomous control over their own in-country difficulties. Plus... the fact is, any country who steps into high tension conflicts must be prepared to 'go to war'... and most countries do not want to go to that high of risk, for obvious reasons.

Assuming for the sake of argument that Israel is attacking innocent Palestinians, (and there is definitely room to contest this issue), there are several reasons why the United States government would be less concerned about this:

Voter Capital: The Jews in the United States are not a very large population but they are strategically placed in the battleground state of Florida. Additionally, many American Evangelicals express a strong support of Israel since they believe that this will lead to Armageddon and the Rapture, for which they are very excited. As a result, candidates will show their Support for Israel by not criticizing actions that may be less than desirable. Pro-Arab voters are not typically swing votes since the Republican Party has thoroughly disgusted most Arab Americans with its hateful rhetoric towards them and are therefore not courted by the Republicans and not seen as needing courtship by Democrats.

Foreign Capital: There are numerous states whose human rights abuses the United States does not discuss or condemn. The most obvious is Saudi Arabia with its horrific treatment of women, the incarcerated and the stifling of dissent. China's repression of the Muslims in Xinjiang Province is almost never discussed by the administration. Pakistan's violent engagement with the Baloch is also off-limits. There are other examples as well of this trend. The thing unifying these countries with Israel is that the United States wishes to retain strategic relationships with these countries and one way to do that is to refrain from criticizing undesirable behavior.

State Development: Especially as concerns Jerusalem, it could be argued that Israel should not be put in a position where it has to freeze all construction and modernization of the city simply because the territory is disputed. Nobody claims that India, Pakistan, and China cannot build new structures and modify existing structures in Jammu, Kashmir, and Aksai Chin. No nation has objection to Turkish Cypriot construction and development of North Cyprus, even though most countries see it as a Turkish occupation. The reasons are simple, the world does not stop because a territory is disputed and as time passes, the situations change.

Right to Defense: American recognize that every state has the right to protect its people, even states that the US believes are illegitimate or bellicose (such as Iran or Venezuela). Therefore, Israel has the legitimate right to defend its people. Whether or not that defense is disproportionate to the need may be questioned, but there is no way to avoid civilian casualties when a state is constantly required to put down insurrections and insurgencies.

As concerns the United Nations, there have been more resolutions proposed about the Arab-Israeli Conflict than about any singular other event-group. This is because the UN has a large group of Muslim-majority countries that would rather blame Israel for everything that goes wrong in the world than confront the fact that most of them are immoral dictatorships that repress their own people. The United States has vetoed nearly every such resolution since 1970. One of the main exceptions to this was UN Resolution 3379 in 1975 which claimed that Zionism was racism. (Since this was a General Assembly vote, the United States had no veto.) The Resolution has since been revoked by UN Resolution 4686.
