You have a ground fault. Check the grounds to the dash and the ABS controller.

There are several possibilities: It could mean a bad switch in the dashboard. It could mean a bad ground or bad connection in the wiring. There are other possibilities but that's where I'd start.

If you are parked and you want to here the radio without the Automatic headlights on. Some times if you engage the parking brake it will turn off the automatic head lights.
There are several possibilities; headlight switch, headlight breaker or fuse, connectors, dimmer switch.
There is a relay switch for the signal flasher's, on your 1997 Ford van. The relay switch is below the dashboard on the drivers side.
