your instrument panel lights can be dimmed(thumb wheel switch) down to practically no lights at all on your instrument cluster, this switch should be located most likely on the dash, left hand side of steering column. If this does not fix the problem ,then you have to check your fuse panel to see if you have a burnt out fuse.
simply with 8 screws, these screws are found here. 2 behind the ash tray, then two above the dash itself you will find 2 screws directly above the instrument panel. then the rest is held on with clips and you pull gently on the panel to remove it. once the panel is removed you will see 4 screws (2 on each side) then remove wires and etc. and you will find your lights on the back of the instrument panel.

It depends on which fuse box you are looking for. The instrument fuse box (radio, overhead lights, etc.) is located in the front passengers side, at the bottom of the dash (on the side where your feet rest) - to access it you must take off the panel.
the fuce for the brake lights is located in the kick panel, witch is also located on the drivers side left were your feet rest when you drive, also this is known as the fuse panel. you will need to remove the 3"x3"cover in order to get to it
To remove the dash panel there are two screws directly above the display, take them out. The rest of the panel is held on by clips. The panel should pop right off with the exeption of the conectors for the lights, hatch pop and rear defrost located on the left side of the panel.
Possible problem with power from igition switch.
It is the airbag light. If the light stays solid, it means your airbag needs service. If it flashes, it's just self testing.
Disconnect battery ground cable.Remove steering column cover, then the instrument panel reinforcement under steering column opening.Remove 2 nuts securing hood latch release handle mounting bracket to brake pedal support under steering column.Remove sound insulator from lower left side of instrument panel.Remove 2 steering column clamp attaching nuts and lower steering column to rest on front seat.Remove instrument panel pad attaching screws and the pad.Disconnect speedometer cable from speedometer.Remove console cover or tray.Remove 4 console switch panel cover attaching screws, then disconnect electrical connectors and remove switch panel.Remove console attaching screws, then disengage console from instrument panel and position aside.Remove 2 pins attaching glove compartment door straps to glove compartment and allow door to hang down on hinge.Remove instrument panel brace attaching bolt from glove compartment opening.Remove brake pedal support attaching nut from lower edge of instrument panel.Remove instrument panel brace attaching bolt from lower edge of instrument panel on left side of console extension.Remove instrument panel-to-cowl side panel attaching bolt from both sides of instrument panel.Support instrument panel and remove 3 instrument panel-to-cowl top panel attaching screws.Move instrument panel rearward, disconnect necessary electrical connectors and vacuum hoses, and rest panel on front seat.Drain cooling system, then disconnect hoses from heater core. Cover hoses and heater core tubes to prevent leakage.Remove 2 nuts securing heater case to dash panel from engine compartment.Working in passenger compartment, remove screws attaching heater case support bracket and air inlet duct support bracket to cowl top panel.Remove nut retaining bracket at left end of heater case to dash panel and nut securing bracket below case to dash panel.Pull heater case away from dash panel to gain access to heater core access cover attaching screws.Remove heater core access cover attaching screws and the cover.Remove heater core and seals from heater case.Remove the 2 seals from heater core tubes.Reverse procedure to install.
Clean all contacts. 99% of the time, that what it is. The contacts get moisture on them. Where are the contacts?
Step by step:1. remove the piece that goes directly on top of the steering column.. this is held by clips, no screws2. remove the one screw that holds the dash piece that goes BELOW the steering column.. this can now drop down by pulling it - the rest is clips.3. remove the 3 screws that are visible that hold the dash piece that goes ABOVE the instrument panel. that piece is NOT ready to be pulled off yet!!4. begin to carefully pull that dash piece that goes ABOVE the instrument panel out until you can access a spot where the headlight switch is coming out with the panel - there will be a plastic piece that you need to push in that acts like a clip - then the headlight switch can be removed and you will see the final screw that holds the panel in place - remove that screw.5. once you have removed the above, you can access the 4 screws that hold the instrument panel in place - remove them.6. carefully pull the instrument panel out. if you want to completely remove the instrument panel for easier access to the lights, you will need to first remove the transmission indicator ( P N D 2 1).. this can be achieved by looking along each side of it for the clips, pushing them in and sliding the piece down off the instrument panel.7. pull the instrument panel outwards until you can access the wire harnesses.. push the clip in and pull them out (there are 3 harnesses for the instrument panel).8. the instrument panel can now be completely removed and you will need to flip it over to see the back of the panel. the small white plastic pieces are all labeled on the PC board - ford even throws in some extra free bulbs if you don't have 4x4 (they install the bulbs the indicate your 4x4 status even if it will leave the factory without 4x4!).. the larger black ones are for the backlighting for the gauges - these must all be turned counter-clockwise to remove and clockwise to put back in.. they can be tough to get out and pliers can aid in turning them to remove.9. follow the instructions in reverse to reassemble.
