A census is done to determine population and after that is done the politicians get together and form districts. This process can produce uneven distribution of a distinct and produces a distinct that contains a high number of one party. This is called " jerrymandering" and it effects voting outcomes. Here, in California we have districts that stop and start with a distinct in between it. This can be very confusing and the numbers of the district change as well.
