I first noticed a squealing noise like a belt slipping. After a while, it became a prominent noise from the fan belt...

The actual problem turned out to be the Power Steering pump. There is a little O ring on top of the pump that is very problematic for many Lexus owners. When it goes out, it allows a fine mist of steering fluid to be sprayed over the fan belt and alternator. If not corrected, the most common result is that the alternator will fail and the fan belt will squeal. The problem is not an easy fix due to the fact that you cannot see it or get to it to repair it without removing a lot of junk...

When you turn the air conditioning on, it requires the belt to labor more to run the a/c. That's why the belt doesn't ordinarily make the noise
