The reason is that there are many people around the world who are uneducated in the nuclear power field and therefore still assume the stereotypical nuclear meltdown or mutations will occur and as such, oppose their construction vehemently. Also, it is quite expensive to develop and build such plants.

If there was a nuclear war then russia and the usa would be the mostlikely targets due to their size. And i doubt it would be all vs all. The USA, UK, France, India Vs North Korea, China, Pakistan and Russia could be an example. Besides, nuclear wars arent going to happen. If you nuke someone you are basically nuking yourself.

The nations in power were in the "who got the most powerful bomb" race. The nuclear arms race was central to the Cold War. Many feared where the Cold War was going with the belief that the more nuclear weapons you had, the more powerful you were. Both America and Russia massively built up their stockpiles of nuclear weapons. The world greatly changed when USA exploded the H-bomb in 1952. This one bomb was smaller in size than the Hiroshima atomic bomb but 2500 times more powerful. The Russians produced an H-bomb in 1953 and the world became a much more dangerous place.
