In reality this problem have little to do with IIS.
Normally if your website set to allow anonymous access it will not ask visitor for user id and password.
However in some cases I did see this pop up showing it's ugly head.
It could be an issue with file property such as you move files from someone else computer to your web server, or permissions on the web server does not set properly....
