It is done all the time. Trouble is Religion and science don't mix well, the idea of, say using a high powered shaped charge to alter the course of a hurricane is to many people (Anti-God) but nobody squawks about snow-removal , fire control,or,generally Pest control unless irresponsible or hunting!
