Why can't you delete or reorganize your favorites in internet explorer -- everytime you try to reorganize your favorites your old favorites list appears when you re-start the computer?

Istruggled with this problem forseveral weeks. I would delete the files and they woould reappear within a short time. To solve the problem I down loaded the update for my browser. Bookmark and Favorite both means the same in computer but the only difference is Favorites is only in Internet Explorer and Favorites are named as Bookmark in Web Browsers other than Internet Explorer.
