This can sometimes cause the Carb bowl to over fill, which sends out fumes.

it has fumes because when you drive your car is burning the petrol/diesel you fill up with which results in it producing nitrogen, carbon dioxide, carbon monoxide, hydrocarbons, nitrogen oxides.
It is harmful because it is killing our poor little green planet! :-(
I have 05 X-type 3.0 with intermittent CO2 fumes, mechanic says cabin air filter should be replaced (book recommends this every 20K miles). Petrol may be much more serious problem, though. -f
