The reason has to do with responsibility. For certain things - and that also includes having sexual intercourse, and drinking Alcoholic Beverages - a person needs a certain amount of responsibility, and the assumption is that children generally don't have that.In principle, I think this is sound reasoning. The only doubt is what the minimum age should be, for different activities; any choice of such a minimum age is somewhat arbitrary, and the age at which a person is "responsible enough" will obviously vary from one person to another.
However, it is necessary for the laws of a country (or similar jurisdiction) to define SOME minimum age.
