This attack was designed to inflict maximum damage to the US military (especially the US Navy). The US Doolittle Raid, was just that an aerial "raid", intended to be launched by a small force (USS Hornet escorted by USS Enterprise w/ cruisers & destroyers) from a great distance to avoid detection & avoid losses to the US ships. The raid was intended to disrupt Japanese planning, divert Japanese resources, test Japanese aerial defenses, send a clear message to the Japanese people, military, & Emperor Hirohito, and also bolster the morale of the Americans & Allies. It succeeded on all points, in the process inflicting some damage on Japanese military & industrial targets. The mission of each of the forces, determined the size of the forces required.
