First Answer: The Japanese had six aircraft carriers for the attack upon Pearl Harbor whereas during the Doolittle Raid on Tokyo the US had risked but the one carrier , the USS Hornet , during the punitive retaliatory raid .

Second Answer: The Japanese attacked several US Military bases on Oahu, Hawaii (including Pearl Harbor) with 352 aircraft. Of this number, 79 were Zero (A6M2) fighters, 103 were Kates (B5N2) level/torpedo bombers with bombs, 40 were Kates with one torpedo each, and 130 were Val (D3A1) dive-bombers. This attack was designed to inflict maximum damage to the US military (especially the US Navy). The US Doolittle Raid, was just that an aerial "raid", intended to be launched by a small force (USS Hornet escorted by USS Enterprise w/ cruisers & destroyers) from a great distance to avoid detection & avoid losses to the US ships. The raid was intended to disrupt Japanese planning, divert Japanese resources, test Japanese aerial defenses, send a clear message to the Japanese people, military, & Emperor Hirohito, and also bolster the morale of the Americans & Allies. It succeeded on all points, in the process inflicting some damage on Japanese military & industrial targets. The mission of each of the forces, determined the size of the forces required.
