∙ 14y agoIt would have been IMPOSSIBLE to get all 13 to approve. There would be no compromise made is they needed 100% of people's approval.
Usually decisions are made by majority rule but they chose to go with extraordinary rule for the ratification of the constitution because they thought it would be safer to have more than just half of the state's support.
So 9 out of 13 states is actually higher than what they could have done to do which would have been only 7 out of 13.

∙ 15y agoAll 13 original states did ratify the Constitution eventually. Only 9 were needed to make it effective, so it went into effect after the ninth state ratified it.
