The reason the US Civil War was fought; was to preserve the United States of America (called preserving the union). If the US had declared war on the south, which it did NOT; then that would have meant that the US RECOGNIZED the Confederacy as a separate nation. In which case why fight a war? The south had successfully left the union!
So, actually, it would have been very important whether or not the President declared war or not:
1. If he declared war, he just lost the war. Because he's just recognized them as the separate nation that they're fighting a war over to begin with.
2. If he does NOT declare war, then he's proving his point; it's illegal to leave the union, and he'll NOT recognize their new nation (country) whatever they call it (the South, Dixie Land, the Confederacy, the Confederate States of America, etc.).
He greatly outclassed his opposite number Jefferson Davis - a big factor in winning the war.
Unlike Davis, Lincoln learned how to choose and use his best Generals.
And only Lincoln could have kept the Border states onside, as well as deterring Britain and France from aiding the South.
Lincoln did not want to have more people die over Slavery and he did not want to allow the South the leave the Union.
Lincoln refused to allow the slave states to secede from the Union.
Abraham Lincoln signed the Emancipation Proclimation which freed slaves indefinelty but also led to the end of the civil war.
