It's just Catholic, not Roman Catholic. Roman is an epithet first commonly used in England after the protestant revolt to describe the Catholic Church. It is never used by the official Catholic Church.
The reasons commonly cited are the abuse of indulgences and clerical laxity, and to a certain extent, these were problems in some areas, but by no means as extensive as they were claimed by those who left the Church. Also, "Christians" for the main part saw no need for a reform, it was foisted upon them by princes who wanted freedom from Rome and used the excuse that Martin Luther gave them (on the continent). In England, the King did not need such an excuse as he was the King, and disliked Martin Luther immensely. However, he wanted a new wife, and the Church would not allow him to put away his wife, so he started his own church which would do his bidding.

The Catholic Reform was more than enough in the "Reformation era", it just wasn't "enough" for the protestants, as the Catholic Church is incapable of being anything other than the Catholic Church. As the Catholic Church is the Body of Christ and guaranteed by Him, and guided by the Holy Spirit, it is always enough.
