Because tilling and cultivating land and or crops took an enormous amount of time in those days. God wanted them focused on taking care of the spiritual needs of the people not trying to ink out a living from the land.

God chose the tribe of Levi not to have land in order to set them apart for sacred duties, specifically to serve as priests and caretakers of the tabernacle and later the temple. This separation allowed them to focus on their religious responsibilities without the distractions of land ownership.
