In the first creation story (Genesis 1:1-2:4a), God created man in his own image and gave him dominion over every living thing. However, in the second creation story (Genesis 2:4b-2:20), Adam was not given dominion over the earth, but was instead made a servant of the earth. Here, the beasts were created as his possible companions, not for him to have dominion over them.

Leon R. Kass (The Beginning of Wisdom: Reading Genesis) says that once we recognise the independence of the two creation stories, we must scrupulously avoid reading into the second story any facts or notions taken from the first, and vice versa. Thus, in reading about the origin of man in the story of the Garden of Eden, we must not say or even think that man is here created in God's image or that man is to be the ruler over the animals. The story of Adam and Eve belongs in the second creation story only, and God did not delegate his authority to Adam.

God gave the Earth to humans (Psalm 24) to dominate (Genesis 1:28), as an arena in which they would exercise their free-will. This is a test by God, who has concealed Himself, waiting to see who would serve Him. Note:

The creation of man is covered both in Genesis ch.1 (briefly) and ch.2 (at length).

Rashi commentary (2:8) explains that Genesis ch.1 and 2 form a single set of events, as chapter 2 expands the brief verses of ch.1 with further detail.

An attempt to split the text artificially has been perpetrated by people such as Wellhausen (the father of modern Biblical-criticism, 1844-1918) who suggested attributing the narrative to various authors, despite the Torah's explicit statement as to its provenance (Exodus 24:12, Deuteronomy 31:24). Wellhausen's claims have been debunked one by one, as Archaeology and other disciplines have demonstrated the integrity of the Torah. No fragments have ever been found that would support his Documentary Hypothesis, which remains nothing more than an arbitrary claim, whose falsehood has been pointed out:

Can you deligate authority?

Deligate is the incorrect word for what is meant, deligate actually means to bind up or bandage. The correct word is delegate which is most commonly associated with politics when an individual is sent to represent a group such as a state. The concept is to entrust certain powers or authority to an individual. In the above example the delegate is given power or authority to vote for a candidate. In business or any other situation the concept is the same; a manager can delegate tasks or responsibilities. This would be to delegate authority to get the job done. In legal matters one can use the Power of Attorney to give his or her authority to sign documents to another, this would be delegating authority to another. Another term to describe this concept is Delegated Authority.

Why do managers delegate authority?

It is impossible for a manager in a huge company to deal with everything. So, if you delegate authority, you break your work into several peaces hire people and let them manage instead of you. You are still responsible for your work but let others somehow help you. For example, you are a top manager and are responsible for several departments (marketing, R&D, HR, etc) you hire Marketing manager for example and you delegate authority.

Why was God angry at Balaam when He told him to go?

Two possible explanations:1. We must not only adhere to God's authority but also to God's purpose. Balaam understood God's authority and thus sought His permission to follow Balak's delegates. He did not however pay close attention to God's purpose, which was clear stated that "You shall not cures the people, for they are blessed." (Numb 22:12)2. Balaam was not a true prophet (thus the NT characterization of Balaam) and only gave a false impression that he is able to hear God, which explains why he couldn't see the angel in front of his nose when even a donkey can see. In fact the first delegate could not persuade him with their means. The second delegate with greater authority and wealthy was needed. The Bible simply narrates events that unfolded, what Balaam and delegates did and spoke.

Define delegation of authority?

Delegation of authority is a formalized process where authority is delegated down by level. For example, a Board would typically delegate certain spending and commercial approvals to the leadership of a business. The leadership might choose to further delegate some decisions and authorizations to lower levels to facilitate the running of a business.
