Since the question was placed in the Old Testament, Creation categories, there is only one God to choose from, The God that created the heavens and the earth. My opinion is God filled the earth for man to have dominion over it.
As it says in the Bible, God is the creator of all things on Earth. This would include the oceans and the water in them.
People should not rebel against Gods command to multiply and fill the Earth. The bible clearly says rebellion is a sin.
Why would God command that man multiply and fill the earth and at the same time not supply adequate food and resources too keep people from dying terrible deaths? More specifically, God said, " .. be fruitful and multiply upon the earth". An analogy, to 'be fruitful' means for man to have and raise families. To 'multiply upon the earth' means to populate the earth. To paraphrase, when God was finished creating the earth He then said, " Now you may start having families, by doing so you will be populating the earth".
