A concordat is a special term for a treaty between a secular state and the Vatican. Despite the expectations of Hitler, Mussolini did not enter WW 2 when Hitler invaded Poland in 1939. His explanation to Hitler was that the Italian military was not prepared enough to enter the war at that time. After the French surrendered in 1940, Italy finally did enter the war.
So you're doing question 6b in the Revvo book :) Hitler was a catholic, and put into power by the Vatican so that he would sign a concordat with them. From what I understand...the concordat (agreement) gave the vatican/roman catholics certain priveliges and protection. and so in return, the vatican gave support to Hitler. I could be wrong, but I think it's something along those lines.
Aside from a lot of consulting with the government, etc. Most of the promises were by the Nazi's and most of those important promises were subsequently broken by them. The only specific article I can see that the Church promised was: Article 16 specified that Bishops must take an oath of loyalty and respect the government whilst ensuring their clergy did the same.

The Concordat, which was signed on the 14th July 1933, was an agreement between the Roman Catholic Church and Hitler. It benefited the Nazis, as they were able to get rid of the Catholic Centre Party, meaning that the Nazi party was the only party.

They could only prevent you if the Italian police caught you violating a law in Rome as you tried to enter the Vatican. You are not required to have a visa or even show your passport to enter the Vatican.
