While he really did hate Jews, Hitler needed somebody to put the blame on for Germany's financial crisis after WW2. Germans already felt hatred towards the Jews and so he used them as a scapegoat to blame to get political support for him and his Nazi Party.
Hitler's being Austrian had nothing to do with anything. Hitler hated Jews for a large number of reasons, none of which are weakened or strengthened by his being Austrian. Please see those reasons here.

Hitler did not really convert Germans to hate the Jews. Germany was already an anti-Semetic society when Hitler came to power and therefore, it was easy for Hitler to convince Germans to go along with his plans for Jews.
If you mean the art school Hitler wanted to go to then he did not get in because he was not very good at drawing people.
They believed what he was saying, he used propaganda. They thought Jews made their life terriblel, so they took him as their leaders although some thought it was wrong
Hitler said that is was a safe place for the Jews to be and they were better off there and then the people would go and never came out, if people did not want to go in they would force them and and then properly kill them for being a trouble maker.
He didn't want war, he didn't need to go to war with the Jews. He wanted them liquidated from earth. He just rounded up Jews and sent them to camps to be killed. The Jews as a whole where very passive in their demise in Germany. Some left the country when they saw the writing on the wall but most didn't.
