This is an (obsolete) slang term for residents from the state of Victoria, which is the southern-most state of Australia. During 1980-1990, the state was on the verge of bankruptcy and had rampant economic problems. Many Victorians migrated to other northern states, by crossing the Murray River which separates Victoria from its immediate neighbor, the state of New South Wales. This migration dynamic is reminiscent of the illegal immigrants from Mexico pouring into the United States, often by literally crossing the Rio Grande, which works as a natural border between those two countries.
