Several factors contributed to Japan's choice of Pearl Harbor as their target.

First off it was an easy distance of the fighter planes fuel tanks to reach Pearl Harbor and commence the attack without needing to land and refuel. It was vital that the planes keep the bombardment on as long as possible.

Secondly, an overwhelming majority of Army and Navy soldiers, weapons and transportation was docked, stagnant at the harbor. The Japanese knew this because they had been able to send spies to the Hawaiian islands to scout the area and determine the exact placing of all the buildings, planes, and ships that were to be targeted.

Thirdly this base was a far distance from any other American Naval support, so once the attack began there was a guaranteed amount of time before any reinforcements could come to the aid of the distressed soldiers.
