Nice theory - which would be better if there was actually any historical fact here. But surprisingly, the film "National Treasure: Book of Secrets" (which clearly prompted this question) is not an accurate historical source. It was invented as a plot point for that movie, nothing more.
I've had the decency to include the original reply here, but really it's quite silly. If you want to understand history, try reading a book some time, or looking at some original documents. Britain's policy towards the American Civil War was complex and their Government's equivocation not something to be proud of, but research it properly rather than making stuff up based on a Disney movie. The idea that Queen Victoria wanted to help the Confederates is pretty dubious, and the claim that she planned to retake America is so stupid it's just laughable.

No, Queen Victoria was not rasied by both parents. Her father, Edward Duke of Kent died when she was a baby. Her mother raised her with the help of her brother (Victoria;s uncle) Leopold who was King of Belgium.
The union army won the civil war. The confederate states of America seceded from the union and the civil war was to bring the states back together. However Lincoln also had all the slaves set free sometime in the middle of the war so the south was also fighting to keep its slaves. Before the emancipation proclamation was signed Queen Victoria was considering helping the confederates but when the emancipation proclomation was signed England (Being an anti slavery country) decided not to help the south.
