Under Ahmed Shah Qajjar, the last Shah of the Qajjar Dynasty, more and more concessions were being made to foreign imperialists, especially the British and the Russians. During World War I, Iran, a neutral nation, served as a battleground between the Russians and the Ottomans, putting many Iranians in danger. The British also launched an attack on the nascent Soviet Union through Iran and the Soviets responded by annexing Iranian territory to create buffer states. The bureaucracy under Ahmed Shah Qajjar was also weak and unruly. As a result, Reza Shah Pahlavi performed a coup d'etat and became the Shah of Iran in an attempt to reassert Iranian power and regional influence in 1925.
