It was part of the race among European countries to grab as much territory as possible during the Age of Exploration (1453-1778). During this period of time, several naval powers explored the world for Natural Resources and alternate trade routes between Europe and Eastern Asia, finding instead the Americas.
After the Americas were found to be another continent and not part of "The Indies" as initially thought, most of these Empires -- Portugal, Spain, France initially; several decades later, England and the Netherlands also -- sent expeditions and began to settle the New World for its riches, to increase their respective coffers by the means of trade such as the Netherlands, or outright exploitation of natural resources, such as Spain.
Spain and Portugal did most of the exploration, eventually settling these lands. Spanish territories in the Americas included most of present-day South America, Central America, the Caribbean, Mexico and today's US south and southwest, including California, Nevada, Utah, Arizona, New Mexico, Florida and Texas, as well as parts of Wyoming, Colorado, Oklahoma and Kansas.
Most of them settle on the US Southwest (California, Arizona, New Mexico, Texas).

California

Prior to the current United States-Mexico Border, Mexico took up the following locations; Arizona, New Mexico, Part of Texas, Oklahoma, Colorado, Nevada, and part of Utah. - Now picture the United State today, and without 50 states, and having states built around Mexico. On all former territories previously owned by Mexico until the Mexican-American War (1846 - 1848), including California, Texas, New Mexico, Arizona, Colorado, Utah and Nevada. There is also a sizable Mexican population in both Illinois and New York.

Arizona got settled in roughly 1657.
At one time or another, Spain controlled and settled all the land in North America from southern Mexico north to northern California and all of what is now the southern US from California to Florida.
Mexico
Polk sent former Congressman and lawyer John Slidell to Mexico and make an offer to buy California for $30 million. He also wanted to settle the dispute about the location of the Texas border. I do not know if New Mexico was discussed.
