Could not risk involving the USSR or Red China by widening the war into Laos and Cambodia. Red China had entered the Korean War in 1950; the US wanted to avoid that happening again. Without widening the war into the neighboring countries of Laos and Cambodia, the communist supply lines could NOT be cut. If those lines could not be cut, then there would be no end to the war.
