They had run out of volunteers.
Yes, both sides introduced a draft.
The US Civil War (1861-1865) was the US's first military draft; the Vietnam War (1961-1975) was the US's last military draft. Both the Civil War & Vietnam War had draft dodgers and draft riots. Both the Civil War and Vietnam War were un-declared wars; in both wars, the South lost the war; during both wars the US President was assassinated; during both wars a Vice President Johnson took over office.
Most troops on both sides were volunteers. A town or county would be asked to form a regiment and local leaders would elect a colonel. He would name majors and captains. The lower ranks would be filled with volunteers. Later in the Civil War, the South instituted a full call-up (a draft) of all able-bodied white male adults. The north began using a draft in 1863 but most quotas were still filled by volunteers.
The draft started...."The Government instituted the Nations first peacetime draft in September of 1940 and began to prepare troops for combat." got this from the web. -----------Actually, if we are referring to the United States, the first actual Draft was used by the North in the Civil War. It was highly unpopular, as it was very unfairly conducted.
i actually just read a book about the civil war. both sides feel like their soldiers need alot more training. :)
draft
Both sides needed more soldiers because the civil war claimed many lives.
In the early part of the American Civil War, both the north and the south had many volunteers. As the war wore on, and casualties mounted, the volunteers dwindled. Both sides used the draft to fill their military ranks. The draft, or threat of a draft, caused many to volunteer before they were drafted.
During the US Civil War, both the Confederacy and the Union passed draft laws. They believed that the previous method of relying on volunteers was not providing enough recruits to their military organizations. The South passed their draft law in the Spring of 1862 and the North passed theirs one year later.

A manpower shortage. The mounting casualties on both sides led to a dwindling pool of willing volunteers. This led the Confederate to institute a draft in 1862 and the Union would follow with their own in 1863.

They were at first, when both sides expected a short war. But most of them had only volunteered for a fixed term. So when the war dragged on, they had to introduce conscription.
Both sides had to introduce conscription - after an interval when both sides had expected an early victory.
The similarities between north and the civil war are...... Both sides were American. Both sides spoke English. Both sides raised regional units. Both sides had the same weapons. Both sides had poor medical care. Both sides wanted to expand
draft laws
In the beginning of the war, yes. Both the Union and Confederate sides originally were made up of volunteers. Yet, as the war dragged along, both sides drafted. In fact, New York City had riots over the draft.
