By the end of 1814, the New England states were not happy that the War of 1812 was still going on. New England merchants and shippers suffered financial losses because of the War of 1812 and the embargoes that preceded the war. The New England states even threatened to secede from the Union because they felt that the federal government was not acting in New England's best interests. Delegates from the New England states convened in Hartford, Connecticut on December 15, 1814. Their meetings continued until January 5, 1815. The New England states did not secede, but they did come up with five amendments that they thought should be added to the Constitution.
