Many nations had been slaves or serfs for millennia with the understanding that they were subservient to kings and rulers. The thought of self governance never occurred to them. India for example was ruled by Britain on different continent. As the monarchy system weakened, people sought self rule or self government, but the ruler/ ruling country was not about to give up land, people, and resources just because someone had politely asked for it. The only way to gain self rule was to rebel against the imperial government. It is very likely the French and American revolutions were catalysts in the quest for self governance in many countries even though it may not have been realized until a hundred years later.
