FDR feared, rightly so, that an unchecked Germany would conquer all of Europe and potentially plunge the world into a nightmare. FDR thought that Britain and France alone could not stop Germany. And as history has shown he was correct. Without Lend Lease, Britain would have been bankrupt by 41. FDR was the one that came up with the saying, "Germany first". What he meant by this was he planned to involve the US in the European conflict as quickly as possible. Pearl Harbor almost ruined this. If Hitler had not declared war on the US, it would have been almost impossible to have gotten Congress to declare war on both Germany and Japan, since Japan was the only nation who had attacked us up to that point. History has proven FDR to have been very wise. Without US help both direct and indirect, Britain would not have been able to sustain itself forcing her to negotiate with Hitler. In addition, without Lend Lease, Stalin would not have had the means (supplies, transports, etc) to have allowed his armies to attack. It is true that the Soviet Union could support war equipment (bullets, tanks, planes) but the finer things like uniforms, boots, FOOD, were supplied largely by the US and the UK. FDR also feared that communism would be taking over and wanted to get involved in the war to stop it.

Possibly he thought that Germany and Japan would not stop at conquering Europe and Asia and would next turn to America. The immediate problem was that Germany might defeat Britain and most Americans favored Britain over Nazi Germany. attack. He started the lend lease program to help Britain but also to put Americans back to work building armaments. I think he baited Japan into attacking, but did not think they would do as much damage as they did. The Americans were not eager for war and something dramatic was needed to turn things around. The attack from Japan did the trick. War was good for Roosevelt. He used it to get himself an unprecedented third term and taking putting 500,000 men into arms ended was the greatest jobs program ever.
