Because it could not actually liberate slaves in the Southern states, over which Lincoln had no control at that time.

But it did authorise Union troops to free any slaves they found in their Southern campaigns.

And more significantly, it made it impossible for Britain and France to aid the Confederates without looking pro-slavery themselves.
