The Connecticut Compromise combined both plans into one, so that every state would be content with the new government. At the same time, they did not want a government vested in a single power, like a monarchy. The Virginia Plan introduced a government with three branches; legislative, executive, and judicial. The Legislative branch was to be the strongest as it was supported by the people and had the power to make laws. It also introduced a bicamercal government in the legislative branch which had two houses; House of Representatives and the Senate. The problem with the Virgina Plan that the smaller states opposed, was that both houses would take representatives of each state based on population for voting. This meant that the larger states (that had more population than a smaller state) would have a more powerful vote in government than the smaller states. The New Jersey plan, still consisted of a unicameral government with the Articles of the Constitution, proposed that each state only had one representative equaling, one vote per state. After much debate, The Virginia Plan and New Jersey plan became the Connecticut Compromise. The Connecticut Compromise took The Virginia Plan's ideas of the three branches and a bicameral government. However, it broke the population voting in half. The House of Representatives would take representatives from each state based on population. The Senate, however, was composed of only one representative of each state, giving a fair vote.
